After you have completed Side Quest: Don Laploss go to the Medical Tent in the Gohtzan Refugee Camp and talk to Still Pale Lakks.

Hint: The army dropped a box of supplies near the hot spring in the Gohtzan refugee camp.

In the Gohtzan Refugee Camp take the ladder that leads to the hot springs and then climb another ladder and go across a small bridge.
