After you have completed Side Quest: Don Laploss go to the Medical Tent in the Gohtzan Refugee Camp and talk to Still Pale Lakks.

Treasure Location

Hint: The army dropped a box of supplies near the hot spring in the Gohtzan refugee camp.

Location: In the Gohtzan Refugee Camp take the ladder that leads to the hot springs and then climb another ladder and go across a small bridge.
