In the Highlands of Wohl - Hypocenter right before you change zones and go to Edge of Wasteland there is a glowing object on the ground. When you pick it up you will receive a Name Plate.

Latter when you are in the Uhra Residential Area find Sad Martha who is sitting on a bench. When you talk to her you will be asked if you want to give her “the Uhran soldier's effects” say yes and she will give a reward.
