In the Highlands of Wohl - Hypocenter, just before the zone transitions to the Edge of Wasteland, (near broken magic machine) there is a glowing object on the ground. It is a Name Plate.

Later, in the Uhra Residential Area, find Sad Martha, who is sitting on a bench. Give her “the Uhran soldier's effects” to acquire a reward.

You can NOT give her the effects later in Disc 4
